Each small mistake, each minuscule oversight made by a motorist, could be a reason for the driver to assert his authority. As expected, this approach was met with indignant reactions from drivers who felt they had been wronged. He ignored their protests and penalized those who were loudest by arbitrary charges of “dissent”.
